David A. Lipton is Managing Director and Head of Global Country Risk Management at Citigroup, and is based in New York City. He served as Under Secretary of the Treasury for International Affairs at the Treasury Department from 1993 to 1998, and before that as Assistant Secretary. David Lipton advised and assisted Secretary Rubin on many key aspects of international economic policy. Before joining the government, he was an economic advisor to the governments of Russia, Poland, and Slovenia, and served on the staff of International Monetary Fund.
